An institution cannot explain an output if it cannot explain its input. Lineage, definitions, and authoritative sources are not administrative preliminaries to the interesting work. They are the basis on which the answer becomes believable.
The first successful implementation is a project. The tenth repeatable implementation is a product. The acceleration agencies want comes from repeatability and governance, not from the model alone.
